HVHZ and High-Wind Roofing Requirements in Florida

A national roofing textbook will teach you to roof. It will not teach you to roof in a state that writes its own rules for wind, and that gap is where Florida candidates lose points.

Florida regulates roofing for wind more tightly than almost anywhere else. The high-velocity hurricane zone covers Miami-Dade and Broward counties and carries its own testing and approval regime. Statewide, roof assemblies are governed by the Florida Building Code and by product approval, uplift pressures are highest at corners and perimeters, and attachment is dictated by the approved assembly — not by the installer's judgment.

Why this is on the exam at all

The state's content outline says candidates should be prepared for questions on reading and interpreting codes. In Florida that means the Florida Building Code, and for roofing it means wind. Fastening schedules, underlayment requirements and product approval are not trivia here — they are the difference between an assembly that stays on the building and one that becomes debris.

This is exactly where material written for a national audience falls down. A textbook that teaches shingle fastening for a temperate climate teaches you a pattern Florida may not accept.

The high-velocity hurricane zone

The HVHZ is the most stringent regime in the state and applies to Miami-Dade and Broward counties. Assemblies used there must be approved under the applicable testing protocols, and a Miami-Dade Notice of Acceptance documents that a specific assembly has been tested and accepted for use.

Outside the HVHZ, Florida Product Approval serves the equivalent function: it records that an assembly has been evaluated against the required standards. In either case the approval, not habit, defines what may be installed and how.

The habit that fails an inspection. The approval specifies the fastener, the pattern, the underlayment and often the deck. Substituting "an equivalent" screw or adding your own adhesive pattern voids the tested assembly, which means the roof no longer has the rating the permit was issued against. On the exam this shows up as questions about what governs attachment; the answer is the approval and the wind design, not the roofer's preference.

Uplift is not uniform across a roof

Wind does not press evenly. As air passes over a building the flow separates at edges and corners, and the negative pressure there is substantially higher than in the open field. That is why codes divide a roof into field, perimeter and corner zones and require progressively tighter fastening as you move outward.

Practically, that means more fasteners per unit, or a denser adhesive pattern, in exactly the areas where a crew working from habit tends to relax. Design wind speed, exposure category, building height and roof zone all feed the uplift figure the assembly has to resist.

Underlayment does more work in Florida

On a tile roof the underlayment is the primary water barrier: the tile sheds most of the water and shields what is beneath it, but water does get past, and the underlayment is what keeps the building dry. It also routinely outlasts nothing else — re-roofing a tile roof often means lifting sound tile to replace the layer underneath.

Florida also recognizes the case where the covering is gone entirely. A secondary water barrier is a sealed layer over the deck intended to resist water intrusion after tiles or shingles have been lost in a storm, limiting interior damage while the roof is repaired. It is a distinctly Florida answer to a distinctly Florida problem.

What to take into the exam

Do not memorise section numbers — the code cycles, and the exam is open book. Learn the principles: approval governs attachment; corners and perimeters take the highest uplift; underlayment is the real barrier under tile; product substitution voids a tested assembly. Then tab the tables in your references so the specific figures are findable in seconds.
